Frames Question

Hello,

I have a site that the top is flash(with site links) and the bottom is html.
The flash contains the links that makes you browse through the site.
I only want the flash to load once... how do I do so?
I tried with frames but there's is seperate scrolling for both frames and I
do not want that.

You can't have both ways. If you don't want the Flash to restart, you must
use frames. Ugh.
 
You can turn off the scroll bars for each frame.

It would be normal to turn them off for a top banner frame, which contain a image or flash movie,
etc.

Yes. Don't use frames. And avoid using Flash for anything other than
strictly cosmetic purposes... 8)
