I created a frames page (horizontal split) from the Frames Page Templates
because I wanted a fixed title
for that page. None of my other pages in the website employ frames. Problem
is that when a link on the bottom
part of that frames page is used to move to another page, the new page that
opens still contains the top part of the previous frames
page. How can I eliminate that from happening. I've been all over frame
properties with no luck!!
I have a feeling it has something to do with Default Target Frame in Page
Properties, but I can't quite find the key.

Any help appreciated.

Set the frame target value of each link that you want to open outside of the
frameset to _top (Whole Page).

Pete,

My suggestion is that you remove the frames page, and
create a shared border for the home page only where you
can insert your title. The shared borders properties
will allow you to only set it for that page.
