Frame edit

Does anyone know what program can be used to edit individual frames. I'm looking for something like a photo edit program but I want to do it to movies.
 
You would need to save the video clip as a series of individual frames, edit
each, and then put them all back together...

I use TMPGEnc to get the frames from the video.... and anything to edit
them - Paint, PhotoShop, IrfanView, etc.
