Frame by Frame edits and saving on Movie Maker

I am trying to cut out individual frams from a *avi file - - it was recently
made from an 8mm film about 50 years old and some frames are burnt, damaged,
etc.
I tried doing some tricks, using half speed slow down - - etc.
But, it seems when I save to computer, the bad frames are not cut out - -
I spend an awful lot of time per minute of film - - someone please help - -
and recommend an editor that can cut out frame by frame (Nero doesn't show
frame by frame, unless I am confused. And Magix, Sony Vega, etc. are around
$100 or so, so I don't want to make a mistake.)
