FP2K Clients with FP2003 Extensions

Does this work ? We have migrated 14GB of content to a new server and FP 2003
has been installed and appears to be working properly. The clients are on
2000 and now when we try to access the Webs in FP 2000 we just get messages
about Locks on the files. I believe the files were just copied over to the
new server and I read somewhere that they should be published (?) to the new
server. Any ideas where it's gone wrong ?
 
Yes, they must be published, not copied.
BTW, there are no FP 2003 extensions. FP 2002 are the latest.
