FP2003 Split View No Longer WYSIWYG. I also lost my Design Time Ex

I installed a the new COM upgrade and presto-chango my FP 2003 is hosed. The
split view is shows a wire-frame view instead of a WYSIWYG view. All links to
images, rel style sheets, and includes ate all broken. Navigation structures
disappeared. It's still that way after uninstalling and reinstalling. So
apparently something else is going on. I got a partial fix when I repaired a
missing SharePoint Team Services .inf file a log file was complaining about.

I create all my webs on disk so I thought they were disk-based, but FP says
they are server-based with no server installed. That confuses me. The files
publish fine once they get to the server. Fortunately I started in Notepad. I
did not get FrontPage to use Notepad however. What's going On here?
 
What "COM" upgrade??

Actually a couple. One was the Spawn PopUp upgrade and the other was the ICRA
Rating meta line statement add-in.

the ICRA Rating meta line statement add-in. They should not have this sort of
impact.

Ok.
What do you mean by a wire frame view??
Do you mean a grid??
If so, click View, Scroll to Ruler and Grid and click "Show grid" to uncheck it.

No, I mean instead of the usual WYSIWYG view of my webs I was accustomed to,
now the stylesheets are not applied, the images are just place holders, and
the includes are paths. All that remains is a white background with all the
structure such as tables, divs and the like with the text visible with no
style.
 
Open FrontPage but don't open a web.
Click help > Detect and Repair.

Does not FP2003 have what is called Design Time Server Extensions that act
much like the FP server extensions that when I have active content on my box
locally it uses my localhost as a server and renders the includes, navigation
and other webots? If so that functionality is either broken or being blocked.
