FP2002 password protect sub webs on FP2003 Server

I would like to set up password protection for 3 or more subwebs on a FP2003
server with FP2002FE. I only want to allow access to specific people who
complete a form that will be emailed.

Is the subweb supposed to have an index page.
 
Or if on a Windows Server see
