FP unable to publish nor access site

Problem: I am unable to access/publish to a site on
a NT Server (Host ISP). When I use FP directly to
access/publish to the site I get:
"The folder isn't accessible....The folder may be
located in an unavailable location, protected with
a password,or the file name contains a / or \."
Have also gotten:
" Unable to open 'http://www.xxxxxx.com' Server Error:
The server sent a response which FrontPage could not
parse. etc...." (My Host ISP states FPext are OK.)
I ahve also gotten: a port 80 issue.

What is also interesting after I attempt to access the
site with FP, my IE browser is "locked-out" and I
can not view the site at all. I can only view it
the next day, after it seems the site is refreshed
on the ISP's server or whatever. When I am able to
access the site through IE6.0 browser, I am able to
access: <
http://www.xxxxx.com/_vti_bin/_vti_adm/fpadmdll.dll?
page=webadmin.htm > to perform site maintenance but
I can not get to the files/directories.
I am also unable to "ftp" into the site.

Also note: I have 2 other FP sites located on Unix
servers which have FPSE2002 and never had a problem
with access/publishing.

My System: WinXP Pro, FPXP, FPSE2002, IIS 5.1
Internet Access: Cable modem through a Gateway;
I have also tried directly through the cable modem
(w/ no gateway);
and have also tried directly through a dial-up modem
(having no firewall).
ISP Server: Win NT4.0 using FPSE2002

Is the problem on my side (with FP) or possibly
with the Host ISP Server?
I have performed "clean" reloading of WinXP & FPXP
3 times. All updates and patches are up-to-date for
WINXP, FPXP, and FPSE2002.
 
Your symtoms (files not appearing for a while and the error) implies a proxy
server somewhere ganking up your connection to the FP server. FP does not
tolerate anything mucking with the connection between you and the server.

Try using a different method to get on the internet (i.e. go home, or go to
work and try there, or use the neighbors AOL account or something) to bypass
the proxy, it's probably local to you somewhere.

Ask your host to log into the site via FP, they may find that the extensions
are NOT working. (Hint: try submitting a form on the site with a browser, if
it doesnt work, they've got more work to do.)

If it is a secure site, try accessing via https instead.

Have you deleted temp files yet? Try that. (See Google Groups for how, it's
posted once or twice a day here, I am too lazy to type it all out.)

I am still puzzled why no problem with
the sites on Unix Server (I can access everything
fine thru cable modem/gateway, or a Dial-up Connection)
versus the NT Server (wherein no configuration works)?
