FP error msg - please explain

When trying to publish, I connected to the host server, then got this FP
error: "Removing users from the ACL failed." My service provider says they
cannot duplicate the problem. I don't know if the problem is at the local
end or their end, because they recently blocked our site from publishing for
3 days, because our Treasurer forgot to pay the bill. They've reinstalled
the FP extensions. They say if they wipe out the site and I republish it, it
MAY solve the problem. Right now, the left and top navigation links are gone
from the remote site. They were there until I reported that I was unable to
publish. I can now reach the server to publish, but I get the error I
started the message with. Should I take the chance and let them wipe out the
site?

Of course they can't reproduce the problem. They're not sitting at your
computer. Sounds like they've horked up users/permissions after shutting you
down for 3 days. As long as you've got your site on your local computer,
they can delete it from the server, and you can do a full publish to get it
back up.

If you still have problems, they are the problem.

I deleted the site. They've been working on this problem all day.
Everything they try leads them to believe that they have resolved the
problem, but when I try to publish, I still get the same error message:
"Removing users from the ACL failed." If this is definitely a problem at
their end, I can change my host. However, if it is at my end, I don't know
what to do. Any suggestions for me?
