The "Security" - "Change Password" items under the "Tools" menue are missing
from my Front Page 2003. I was told I need to "fp" or I need an "fp" or
something. What's fp and what does that mean.

To the best of my knowledge there is no such menu item in MS FP. There is a
Set Database Password item in the MS Access Tools menu though, might you be
confusing the two?

Anything is possible. The bottom line is, though, I need to change the
password on my site using Front Page extensions, and for some reason, the
method I'm familiar with, through the tools>>sescurity>>change password menu
items, now isn't an option my Front Page is giving me. It's not even greyed
out. It's not there.

You need to ask in a newsgroup for FrontPage - this newsgroup is about Access.

It may be as simple as resetting the menu, but ask in a FrontPage group.

That's just it. There is no Security, Set Database Password under the Tools
menu. What's with that?

Can we just clarify which product you have a problem with, Access or FP?
