FP 2003 XML/XSLT Support

Hi All,
Wanted to know if FP 2003 provides the WYSIWYG XSLT editor
for XML files/XML data sources even if they are not hosted
on Windows SharePoint Services. ie will I be able to use
the XSLT editor for XML files on my local file system or
XML data sources other than a Windows SharePoint Services
Web Site.

The XSLT editors are for Web Parts, and Web Parts must be hosted on a
Windows SharePoint Services Web site.
