FP 2002 - duplicating shared borders when imported

Hi - I have recently imported two sites from a server to
different local PCs (XP). The imported pages, when opened
in the Page view of FP2002 (created in same), duplicate
the shared borders (every time the page is opened). I
corrected the first incident by creating a new index page,
copying and pasting and replacing the old one with it, and
reconnecting all the pages to it to rebuild the nav. Is
there an easier way to fix this? All currently available
updates to the software and OS have been installed.
Thanks -

If the remote server has the FP extensions, then do not use import, instead
open the site directly in FP via File Menu | Open Web and then publish using
File Menu | Publish Web command.

I might be misunderstanding - I am trying to bring the
files onto the PC from the web - not to the web. I know in
an FTP program like WSFTP, I can just click the download
arrow and they go, but FP extensions don't like FTP. I
can't see an option in the FP Publish box to go
backwards... Thanks -

Open FP
File Menu | Open Web
Enter URL as http://www.yourdomainname.com
Enter your login info
Click Ok, then Open

Now with site open

File Menu | Publish Web
Enter the path to your HD as c:\webname
Click Ok
