Yes. However, if you want to develop and test webs locally you need XP Pro
since XP Home does not come with a web server.

Yes.

There is one bug when using Cascading Style Sheets (CSS) that will cause
FrontPage to crash when saving .css files. If you don't use CSS then don't
worry about it. If you do use CSS, then you should configure FrontPage to
use Notepad, or a third party program such as TopStyle (www.bradsoft.com -
highly recommended) as an external editor.

This problem doesn't exist in FrontPage 2002 (XP).

Other than that, I'm not aware of any problems.
