Found Laptop

I found a laptop, and was wondering if there is any way to find out who it is
registered to with windows? The problem is BIOS is locked and wont let me in
at all, is there any way to look up the owner through windows, with the
product key?(it is on a sticker on the bottom) Thnx for your Hlp

Contact your local police department and provide them with the Make, Model and Serial
Number.

Contact the laptop manufacturer.
Contact your local police.
Both may be able to locate the original owner.
