I lost my hard drive and had to reinstall both Windows XP PRO and Office XP
PRO with Publisher from scratch. I had a backup PST file that I could
import. After reinstalling it and doing all of the updates, including SP2, I
discovered that I could reply to e-mail messages I received, but could not
compose new e-mail messages. This looks like a programming error Microsoft
may want to know about. Yet I have no way to report it without being charged
a fee for technical support. I was a beta testor for SP2 but this is an
Office XP problem. I also am a Microsoft OEM System Builder. How can I
report an error to Microsoft without being charged for technical support?.

Unlikely. This is far more likely to be end user error.
Importing is never the correct way to migrate PST data. Provide more
complete details on what you did and what your problems are. With enough
information, solutions are likely readily available. You've provided none.
