I have some W2K servers that ARE using forwarders and some other W2K servers
that ARE NOT using forwarders. Why in some cases I need the fowarders and
others I don't?

This is at some of my different client sites - for example.
Client "A" went from cable interent to a T-1. They never used forwarders,
but when we went to the T-1, I had to use forwarders in order for the PC's to
get on the internet. WHY?

There's no "rule of thumb", in general I prefer setting up a
recursive DNS withouth using forwarders, by the way there
are exceptions, but in general, avoiding forwarders isn't
a bad thing at all

Hmm .. were you using forwarders before going on T-1 too ?
or were you using "root hints" ?

No, I wasn't using forwarders before the t-1 was installed - that's why I'm a
little confused.

Now, this sounds really strange, if your DNS was working
before using root-hints, it should be able to work now too
the *only* thing which may stop it from working may be
either a DNS config change (e.g. the root-hints were deleted)
or a misconfiguration in the firewall which doesn't allow DNS
traffic as needed

Probably NOT completely blocked, the OP wrote that the
DNS is still working ... using forwarders, I wonder if the f/w
was configured to only allow traffic on 53 (UDP & TPC) to
the DNS servers used as forwarders, this would block
for sure any ability to setup a local recursive resolver
btw the above is just a guess... shooting in the dark ;-)

Only you can tell us.  The choice between using forwarding recursion and using "standard" recursion is a complex one that involves many criteria.  Only you can tell us which criteria outweigh the others in your particular situation.
