Forward without downloading pictures?

I'd like to forward certain junk emails to the appropriate authority
(phishes, etc). But when I click Forward, I get the warning that Outlook 2003
cannot complete the task without downloading content from a remote server,
and possibly validating my email address to a spammer.

With all of OL2003's security/safety features, I'm a bit surprised at this.

How do I forward a message without having to download unwanted/dangerous
content or pictures?

Forward it without the message body? In most cases forwarding the message
header is sufficient and actual forwarding of the message (in-line or as
attachment) will end up in automatic deletion of the e-mail. If content is
important for some reason switch the message format to Plain Text before you
forward it.

Send the spam recording authority only the headers (unless they request
otherwise). Or change Outlook to forward as an attachment so the
recipient gets the actual message that you got. The link lookup would
only be needed if you were forwarding inline of the body of your new
e-mail so the recipient gets what you would've gotten. The recipient
that opens the attached copy of the full message will also have to take
precautions regarding spam and web bugs.

The problem only occurs if you send the recipient the rendered version
of the HTML-formatted e-mail (since web bugs and graphics won't work in
plain-text mode). You could send them a text-only copy of the e-mail.
You could save it as text, or use the SpamSource plug-in to Outlook to
make a plain-text copy in the clipboard to paste into your report e-mail
to the recipient. I've found the SpamSource plug-in quite handy for
getting the full HTML-coded version of the message but as a plain-text
version to avoid it actually running any scripts or yanking any images.
