forward email rule

I have set up a rule to forward emails that meet criteria as set in the rules
wizard. The forward works fine on addresses within the global address book,
but does not seem to work on external emails. Can this be done?
 
This is an Exchange Server setting. Most administrators disallow automatic
forwarding of mails externally. It's a security risk.
