Formula to identify constants in a spreadsheet?

You can select constants with Go To / Special but is there a formula that would allow to identify constants within a worksheet (later to be used in a Conditional Formating)?

An ISCONSTANT formula does not exist to my knowledge, but would there be a non macro equivalent ?
