formula for blank cell and color figure

Hi,

Can someone assist me on my calculation formula.

column: A B C
( Budget ) ( Expenses ) ( Result )
1 70,000 95,000 -25,000
2 70,000 70,000 -
3 65,000 50,000 15,000

Question:
If the result in column 'c'
1 - is overbudget, the resulting figure will be color RED
2 - equal to the budget,should shows a '-'symbol or a
blank cell.
3 - less than the budget quota, cell should be highlighted
in blue.

Is it possible.
