formula .divide.116divided by 27 gives wrong answer

i usually depend on excel to create complex formulas but now i dont trust it
anymore a simple divide problem (116\ 27 ) gives wrong answer tried it on
several computers same wrong answer

It may be interpreting the expression as a date:

=date(2009,117,27)

will display:
8/27/2018


Perhaps your 8 actually stands for August??

What is the answer when you change the format of the cell to Number, 15
decimals places?

I can't reproduce your issue, I get 4.2962962962963

How is the formula setup? are you typing =116/27 into a cell or do you have
a formula like
=A1/B1
?
