I would like to add a " image upload button" to a forum. I need to allow
clients to fill in general information then include a photo from their hard
drive and all be sent at the same time. I am using Frontpage 2000 but could
upgrade if available in 2003.
 
FP2002 and FP2003 allow for files to be uploaded to a folder within your web site, but you web host
must have the FP2002 extensions and allow you to use this features.

FP2000 has no built in feature to accommodate uploading files; FP2003 does -
so yes, upgrade.

The upload form field is in the form list (Insert > Form menu) To use this
component, your host must allow uploads through a web form; I don't think
there's much control or ability to limit the file type that can uploaded

There are third party scripts you can use to upload rather than the
Frontpage feature - these have flexibility over the file type eg *.txt only
or *.jpg only etc.
