forms: right click disabled, why?

I'd like to give my user the ability to filter on fields. But right-click
seems disabled on her PC. When she right-clicks on a field, nothing happens.

Form properties:

Shortcut Menu: Yes
Allow Filters: Yes

Database Properties: Allow Default Shortcut Menus: checked

Are there other places where this behavior is controlled?
