Forms Question

1. We want to consider adding a standard image
background to all our emails (or at least outbound email)
that includes some sort of graphic/watermark background.
I guess a custom form is the way to go here, but how
would be the best way to make sure all 750 users use this
form as the default. Also if we add this would this
formatting show up to outside users?

2. When will they add the ability to add a disclaimer to
outbound emails in Exchange? Why should we need a third
party utility to do this?

Any help or ideas would be appreciated.

1) HTML stationery would be a better approach than a custom form. The default stationery can be set in a Windows registry entry, I believe.

2) It's already available using an event sink. Third-party tools add more-than-basic disclaimer functionality.
