Forms not appearing in Public Folders

I created a form and successfully published it to a public folder called Help
Desk (which I created and am the owner). However, when I navigate to Public
Folders| All Public Folders | Help Desk, the form is not visible. I can only
access the form from File | New | Choose Form. Is this by Microsoft design
or am I missing step? I want users to navigate to the Public Folders and
double-click the form.

I'm running Exchange 2003 with the latest updates. The clients are using
Outlook 2003 with the latest updates, too.
 
When you choose the form, are you choosing it from the folder's forms library? Did you look on the Actions menu for the folder?
