Forms and reports, quantity of

Are there a required number of forms or reports to have when constructing a
database? Also, how should you go about determinning what forms and/or
reports you need? Lastly when do you need filters?
Just starting database management in school. Platform is Access.

Not really. That's like asking, is there a required number of chapters
to have when writing a book. It depends - some books are long & have
many; others are short and have few.
Also, how should you go about determinning what forms and/or reports you need?

You generally do this by discussing their needs with the users. Then
you design the system based on your qualifications or experience in
designing a database system. Or, you might propose that they use a
pre-written database that you take "off the shelf", as it were.
Lastly when do you need filters?

When you want to temporarily restrict which records are displayed. For
example, you might filter for males; or females; or records that do not
have a date of birth.
