Can someone please give me specific step-by-step
instructions on how to clean out my Hard Drive ("format"
it)? I'm really bad at this stuff so please help me.

1. Go into your BIOS and set the boot order to CD-ROM drive
first.

2. Boot from the XP CD

3. Follow the prompts

Why do you want to "clean out [your] Hard Drive"? It should be
the very last resort when you have a problem, to be done only
after all other attempts at troubleshooting have failed.

You do it as part of a reinstall of the system after booting the XP CD
direct. Go into BIOS setup by hitting the right hotkey at boot (often
DEL) and set the Boot Order, on a Boot or BIOS Settings page, to CDRom
before Hard disk. Enter Setup, and after the license agreement take New
Install. When it asks you to confirm where, hit ESC; select and delete
the current partition and make a new RAW one to be formatted at the next
stage

When it reboots, change the setting back before carrying on
