In the Vista format text box I have chosen 10 pt Times Roman. When typing in
the notes area on contact records, the text shows up 12 pt. How can I make
the change permanent?

Tools>Options>Mail Format>Stationery and Fonts. The "New Mail Messages"
font controls that pane.
