Formatting Partitioned hard drive

I have a laptop, and my hard drive is divided into a C and a D drive, the
first time i installed Vista, i did the upgrade on my c drive, and it didnt
work the right way, so i then did a clean install, but i wasnt thinking right
and did it on the d drive because i thought i didnt have enough space on my c
drive... now i have all the windows files on my c drive and d drive and id
like to wipe the c drive out, format it, and remove everything

does anybody have any idea how i can, cuz everytime i go to format the c
drive, it says i need permission, and i dont know how to obtain this
permission, Im the administrator, i thought thats all i needed

p.s. i dont have the xp install disc, or the vista, i purchased through an
online digital locker
 
Even though Vista is installed on your D partition, it's boot files are on
the C partition. You won't be able to format either drive from within
Windows, you'll need to boot from the DVD, format, and reinstall the OS.
