Formatting External Hard Disk

Acquired an external Hard Drive and in the process of formatting received the following:
Windows unable to complete formating.
Being a novice as far as such things are concerned, I wonder if someone can advise on how to go about trying to resolve this problem and what can possibly the reasn why the formating procedure does not complete.

Click Start, right-click My Computer, and then click Manage.

Under Storage, click Disk Management.

If the Initialize and Convert Disk Wizard appears, click Next. If the wizard does not appear, skip to step 8.

On the Select Disks to Initialize page, click Next.

On the Select Disks to Convert page, click Next.

On the Completing the Initialize and Convert Disk Wizard page, click Finish.

Right-click your external drive (which will probably be drive E or drive F), and then click Format.

9.

In the Format dialog box, type a name for your external hard drive, such as Backup Drive. Then, click OK.

Click OK again.

Windows XP formats your external hard drive. Within a few minutes, your drive will be ready for you to use.

Your response appreciated. Unfortunately after carrying out instructions problem still not resolved.

Had to skip to Step 8/9 where the formatting process began. This process took in the region of 30 mins which I don't know if that time is normal. However eventually received notification as follows:

The format did not complete successfully

Unquote

No doubt you will be able to advise further as to a possible cause why it did not complete. Any further info which you might require, only too happy to forward.

P.S.
If it is of any help, the external disk is TrekStor DataStation
 
In Step 6 above, why does the Wizard offer to make a dynamic disk? What if someone doesn't want a dynamic disk? Which I would imagine is most people.
