How does a user easliy format the message. For Example add line breaks,
bullets and bold text when using a forum set up w/ FP2003.

Do they have to use html?

If so, are there easy instructions I can give them to use html. Being a
front page person, I'm not familiar with html.

Is there an easy way to copy in a word doc and keep the formating? Is that
an option?

Not supported. The FP Discussion Web is very limited. Also you do not want users to be able to add
html to their post, as this would be a security risk.

Is there an product add in that will provide the functionality I’m looking for?

Or is there some other software available to provide the functionality that
would be compatible w/ Frontpage?

Search for a database driven forum application based on what is supported by your web host.
