Formatting Cells

I have a worksheet heading lines, first 7 rows, are fixed, don't move
as you scrol up and down. The bottom section, containing detail, of
the worksheet is scrollable. How do I format detail columns, from 8th
row to the end?

Select the range and just format it the way you want.

I sometimes start at the bottom and then use the scroll bar to get to the top.

Click on the bottommost cell, then use the scoll bar and shift-click on the
topmost cell. Then format.
 
Actually, what I was looking for is to preformat the document so that
when you subsequently insert new cells, you don't have format them.
In other words, define format for a worksheet so that you don't have to
format newly inserted cells.

If you format each complete column, then do the inserted rows inherit that
formatting?
 
Actually, I was looking for a way where you could specify formating
from a particular row to the end.
 
Can't you select that particular row to the last row in the column.
