formatting cells with borders

One of my worksheets has the contents of the cells positioned at the top of
the cell and truncated. I have figured out how to do the
Format>cell>vertical>center thing . . . . however, excel won't allow me to
format any cell that has a border on one or more sides of the cell. How do
I get around this?
 
Remove the border, fix the text, then reapply a border.
