You cannot format a CD-R. You can format a CD-RW or DVD-RW, however you
need a UDF packet writer to do this.
Use the software that came with the CD writer.
If your using the built in WindowsXP CD writing capability don't, it is the
next best thing to useless I've ever seen, it ranks right up there with
Clippy and Bob as it's useless and annoying.
An Exacto Knife, ballpin hammer, or Sander with any grit paper will format a
CDR.
Basically if you don't like what's on a finalized CD-R you have no option
other than to destroy it.
Copy what you want to keep back to the hard drive first though.
