formatting c: with XP and 2000

I have two operating systems on my harddrive: Windows
2000 and Windows XP. Now I want to clean this up with a
formatting of the harddrive, but it does not work. It
says that the volume is in use by another process.
 
Set the BIOS to look for bootable devices in the following order:

FDD, CD, HDD (floppy, CD Rom then Hard Drive.)

Put the CD of whichever operating system you want to install after the
formatting of the drive in the CD drive and restart the PC.

When the message "Press Any Key to Boot From CD...." appears, press a key.
Any key. The spacebar will do just fine.

It will then startup... ignore the F2 for the Recovery Console... go through
the F8. Choose to delete the partitions on the hard drive.. .there should
be at least two... one for Windows 2000 and one for XP.... since two
operating systems should NEVER share a single partition.

Then recreate partition(s)... as you wish.... format and install the new
O/S clean.
