Formatting bar for appointments disappears

I have a user who asked how to get the formatting bar to automatically appear
when making new appointments. I went to the public folder calendar, created
a test appointment, went to View -> Toolbars -> Formatting, clicked Save and
Close. Then I went to make another appointment and the toolbar was there
automatically.

I went to her desk and went through the same steps, but when she tried to
make another appointment the toolbar was gone, requiring a View -> Toolbars
-> Formatting for every appointment she makes. Is there a setting to make
the toolbar always appear?

Does she have any toolbars you don't?
