Formatting an Access report

I am working on a report that is sorted by medical
practices, and each practice includes all physicians.

The only problem I'm having is, page 1 of the report only
has 2 practices and page 21 only has 2. The rest of the
report prints at least 3-5 practices on each page.

I've tried formatting it every different way, and nothing
changes this. Any suggestions?
 
Do you have a report header and a page header. If so the
report header is taking up some space on the 1st page?
The same thing could be happening on the last page if you
gave a report footer.
