Formatting a new PC

I just built another new PC and was attemptimg to format
with Win XP Pro. This PC meets all system requirements
for the OS. So I boot from CD, and it runs through
loading what it needs to load at the bottom of the screen
and when it says "Starting Windows XP", I get the
dreaded "Blue screen of Death" and i cannot continue the
setup. I restart and everytime i get the same thing, keep
in mind that all parts inside are brand new. What should
i do?

Try it with a different video card.
After Windows XP installation swap the cards back.

Also, try a Clean Installation this way:
Disconnect all peripherals (camera, printer, scanner, etc)
Disconnect network/modem cable.
Go to BIOS and set CDROM as boot device before hard drive.
Insert Windows XP CD and reboot.
At "Press any key to boot to CDROM" quickly press a key and follow the
prompts for a Clean installation:

Delete all partitions in step 5 if you desire to erase all data on the
hard drive.
Partitioning and formatting will be done automatically.
All data will be destroyed, back-up important data first.

Enable or install firewall BEFORE connecting network cable.

Install ALL Critical Windows Updates:
Start/All Programs/Windows Update

After you are finished, you will need to load the appropriate drivers.

If your computer was shipped with Windows XP, these procedures may or
may not apply.
Check your manual or contact the computer manufacturer for more
details.

What is the error on the blue screen?
Sometimes that will give a clue.

If you tried a different type of video card and tried to Clean Install
the way I suggested, you most likely have a hardware compatibility of
some type.

Power off, reseat all cables and cards.

If you have multiple memory sticks, are all identical?
Remove them except one, then swap if issue still persists.
