formatting a hard drive

i recently added a second hard drive wich is a 250 gig sata and would like
to format my old drivebut i missplaced my windows cd do i need the cd to
format the old drive

No, unless you want to clean install Windows on the old drive in which
case of course you'll need to have the operating system cd.

If you are using the new drive as the system drive (the one with Windows
installed on it) and just want to use the old drive as storage, attach
the old drive as slave. Boot into Windows and go to Administrative
Tools>Computer Management>Disk Management and format the old drive.

Don't forget that formatting a HD will make all of the files on that HD
vanish. So, copy off any needed data before you format it.
