I have been all over the windows XP help and the
instructions I get to format a CD just are not there
plain and visible for me to apply. Help if you know how
to format a CD.

Formatting a CD?
CD-ROMs don't have to be explicitely formatted. They get their 'format' when
you write information on them, eg. with something like Nero Burning
software.
If you are talking about CD R/W media (re-writable CD) then you need extra
software (additional to XP) like again Nero Burning to 'erase' the CD R/W
media so it can be re-written again.
Then there is the option of using a CD like a HD. For that you also need
extra software, like eg. Roxio's Easy CD Creator

Alex Nichol has an excellent page on Burning CDs in XP
http://www.aumha.org/a/xpcd.htm which is a must read IMO.

If you want to format CD-R or CD-R/W so that you can work with the disk as
though it were a giant floppy you will need third party "packet writing
software". This might come bundled with applications like Easy Media Creator
7 or Nero Burning Rom. You can also purchase stand-a-lone packet writing
software like DLA http://www.sonic.com/products/dla/default.asp or InCD
www.nero.com

All depends what you want?

CD-RW you burn data onto it then use your burner
software to erase the data.

CD-R You burn data onto it and its there for ever no
erase possible.

If you use Roxio (Direct CD) or Nero they have a UDF
formatter program that formats your CD - RW similar to a
floppy this allows you to drag-drop files to the CD-RW
using explorer and allows the deletion of single files.

Im not sure what you want but heres a few options to be
going on with.
