Formating

I have just upgraded to widows XP. Some of my existing
programs that I had are not compatible with XP. I want to
reinstall windows 98, so I can print some of my files,
but when I do, it tells me the disk D:\ is full. My disk
is petitioned into C:\ and D:\. I want to format and
start over, but windows tell me that when I try to
format, it says windows cannot format this drive. Quit
any disk utilities or other programs that are using this
drive, and make sure that no window is displaying the
contents of the drive.
Then try formatting again. I have gone into safe mode and
tried it again, but it says the same thing. How can I
format and start over?

Which programs? It may be easier to recover the program by another method
rather than reinstalling W98.

FYI: It's PARTITIONED, not PETITIONED. Although I like the idea of
petitioning my hard drive! ;-) (I used uppercase for clarity of type, I'm
not shouting at you.)
