format/storage of photos

Running XP Pro.

Normally (for a year or more), each time I took a photo
from the web and store it, it typically stored in jpeg
format.

Over the last week, photos are now being stored in a
bitmap format.

How can I reconfigure, so as to revert back to jpeg
storage?

In IE 6, click on Tools on your top bar and Internet options. A window will
open. Click on Delete files button in the middle of this window. Then, click
on the Advanced tab. Scroll down to Security and check the box "Empty...."
This will solve and prevent this problem.

I have been trying to fix this for a couple of weeks now and getting nowher
there does'nt seem to be any reference to it within the XP helpfiles and no
obvious way of fixing using file associations or whatever. I have no idea what
causes it. Is it a virus thing or a bug

It is not a virus or a bug. Don't worry about such creating the problem you
encountered. Nothing is wrong with your computer and you have done nothing
wrong.
Microsoft is fully aware of this problem. You are not alone with this
problem. We have been providing this solution to a million people (a little
exaggeration here) and we all hope that Microsoft will take care of this
problem with a next update of SP2. Just make sure you take all the Microsoft
updates as they come.
