Format phone number

I can't get Outlook 2007 - now using Vista - to format phone numbers as
(xxx) xxx-xxxx. It did it okay with XP, but since updating to Vista there is
no format - just 10 numbers. Not using exchange. How can I get it to
automatically display the usual phone number format?

All current operating systems have used the same place for years: Control
Panel > Phone and Modem Options...

I've never had to configure phone and modem before and I've been using
Outlook since Outlook Express first came out. What I remember is just
clicking on something to have it configure it that way from the Outlook
program.
I'm not a dummy; I don't make calls from the program.

No one said you were a dummy.
But Outlook Express has nothing to do with Outlook.
And Dialing location has never been set from within Outlook but has always
been required whether or not you make calls from Outlook.
