Format doesn't alert me with UAC prompt

Why? Most other functions require me to authorize them.

It does here. Maybe you've already elevated, like for example to open Disk
Management?

It does here. Maybe you've already elevated, like for example to open

Disk Management?

No, definitely not calling Format from within Disk Admin, but right
click context menu.... let me check again...
