I have a spreasheet with 3 sheets, and about 1600 rows. I'm using it for
scheduling students ... about 1600 rows.

For some unknown reason, when I select a cell, then FORMAT - CELL, the
Format Cell window does not appear .. therefore, I can't format the cells.
Very strange!

If I open a new workbook, the format cells, no problem.

I do have a 'countif' formula referencing on a 'totals' sheet, referencing
my 1600 row 'student' sheet, but this shouldn't make any difference.

Any reason why I cannot get the Format Cells window to appear? There is no
error message, just nothing happens after I select Format, Cells. I tried
the right-click also .. same result

Maybe the sheet is "Protected"?

try Tools > Protection > Un-protect Sheet

What version Excel??

First thing I'd do whilst trying to debug a spreadsheet that seems to be playing
up, is make a backup copy of it in case it finally goes belly up on me,
especially with all that data in it, which I'm guessing you'd be loathe to lose.
Then start trying various fixes that may get suggested.

What happens if you copy and paste special as values (ie no formatting at all)
all your hardcoded data into a new spreadsheet and then try it from there
