Format and Restore Windows XP

I Recently acquired this computer from my brother who is a very, very sloppy person. I need to have a "Mass Cleansing" of the hard drive on this computer before I can begin to use it. The computer has XP Home Edition installed. I have a blue operatings system disk, a red drivers disk, and 2 yellow applications disk. I have already tried to Insert the blue disk and boot the computer from it, but it only takes me to a Windows XP installation screen. I want to format the hard drive FIRST. Then reinstall. Having done this once in the past in the same situation (operating system and collection of CDs) I can remember booting the computer up and coming to a classic DOS menu screen where it allowed me to choose the format hard drive option. How do I get back there? PLEASE HELP! Thanks.

You are stuck in the past where you had to format with something else.. XP
does it all for you.

Boot with the cd, continue to the point where it asks where you want to
install XP.. DELETE the partitions.. DELETE them ALL in your case..
Create new ones like you want them, format them, continue.
