Format 2nd partition

Shouldn't I be able to format a 2nd partition from windows? I tried but it
wouldn't complete the process.

If not, what should I use? The W2000 CDRom will format it, but will it let
me stop it before it installs the OS?

a 98SE EBD?
 
You can use Control Panel|Administrative Tools|Computer
Management|Storage\Disk Management to partition/format and assign drive
letter(s) to your new drive.
