Form lock, can't open in design mode (Access 97)

I have a form in Access 97 that can't be open in design mode.
The message said "You don't have permission to read 'Orders by Customer'

I can't even copy this form, all other forms are fine.
Is there any way to reset this permission or decompile the database?

I appreciate your help...

It seems to be related to Access Security setting. You have to log to
open the application? If not, you can still be under a security workgroup,
where the User Admin is not part of Admins Group, and has a blank password.
If there is indeed a Security Group restriction, try to log into your
application as a user part of Admins (Access Admins, not OS Admins).
Alternatively, try to get the related setting, asking to someone part of
your Access Admins.
