Form field over two or more pages

I have a protected form field document where that is set up in table
format. The first few rows occupy the top inch and ask for things like
date, time, location. The middle occupies about 8 inches and asks for a
narrative. The bottom inch has rows similar to the top.

How can I set it up so that a user can insert a narrative into the main
area and, if needed, continue on to a second and/or third page without
disturbing the first page's bottom rows that must stay on the first page?

"Obviously", in this case the bottom row can't be part of the same table.
Two possibilities occur to me:

1. Put the bottom row into the document footer. And activate "Different
first page" if you don't want to see this on the second and following pages

2. Put the bottom row into a FRAME (from the Forms toolbar) formatted
relative to the page.
