Form appearance - default new

How do I make a default report and form that when I open my database and go
to the report (new) it pulls up a skelton of how I want my report or form to
look?
 
You can create a form and a report the way you want them, and then assign
them as templates under:
Tools | Options | Forms/Reports

Personally, I find that inadequate (e.g. you can't assign skeleton event
